Time For A Two-Tier Premier League?

Bolton Chairman Phil Gartside has called for a two-tier Premier League with no relegation to the Football League.
This controversial idea could offer hope for some of the clubs languishing in the Championship but cut adrift those clubs in League 1 and 2.
It seems that this will make the rich get richer and the poor get poorer.
What hope does this give to clubs like Leicester and Leeds who are currently in League 1 but have the potential to be Premier League clubs again in the future?
With no relegation to the Football League, what do teams in the divisions below have to play for?
Gartside said: “You could have 36 clubs split into 18 and 18 and that would solve the problems of the winter break and supporting the England team.
“It is time for the debate, perhaps even on not having relegation from a second division.”
Richard Scudamore at the Premier League has responded by stating that there will continue to be relegation to the Football League.
Perhaps Mr Gartside is getting worried as his club find themselves near the bottom of the Premier League again and wants to safeguard their future.
There would be a queue of clubs eager to get into the new set-up and how and who would choose which clubs most deserve to get into the two-division Premier League?
There are many famous and traditional clubs currently plying their trade outside of the top flight but clubs like Sheffield Wednesday are severely in debt, whereas other clubs like Reading, who are traditionally a smaller club are in a much better financial state.
It seems that money is everything in football these days and with their recent experience and parachute payment from the Premier League, Reading stand head and shoulders above Wednesday on and off the field at the moment but the potential that lies at Hillsborough outweighs that at the Madejski.
Both clubs could well get into the new set-up but with these tough decisions to make, it poses another question, why can’t the powers that be leave football alone and show some respect for the game?

This would make the rich - richer. And the reasonably well off - safe.
I’m sure the likes of leeds, leicester and forest would love this idea, especially when they are trying to get back to where they can be.
Not sure I see that working especially with no relegation or promotion, it would totally take all the drama and passion out of the game. The relegation battle in the Premier League is usually far more interesting and exciting than the title race, and the promotion play offs are great to. Those two areas are where the real drama usually is.
Would hate to see that go.
